Web-to-print

This is more a question that I've noticed from my production department.
These days often our work, especially ones that have a tight deadline, are going to printers that offer "web-to-print" services.
As more and more print work are becoming lower in volume and used for more personal communications.
I'm wondering why is it not a standard in the industry yet considering the demand?
